In Washington, the Tower Commission report has been analyzed mainly as an investigation of a policy. But there is another interesting way to view the report. Even though Ronald Reagan didn’t request it, the commission didn’t intend it, and the Washington opinion industry hasn’t made very much of it, the report is also an investigation of a mentality. It is as the study of a mentality that this evidence is most damning, not only of the men involved, but of Ronald Reagan himself.
