McNamara, Carmichael, and the GI Bill

Defense Secretary McNamara recently announced to the Convention of the Veterans of Foreign Wars a “salvage” operation aimed at bringing tens of thousands of “SubStandard” youths into the armed forces—for their own good, of course.

He proposed—and has since instituted—a revision of standards for military admissions, so as to render acceptable many who now are rejected for educational or physical deficiencies. This would move 40,000 young men into the military in the first year, and 100,000 in subsequent years, none of whom would have qualified under existing norms.
