Persistent unemployment and pervasive mismatches between skills and job opportunities are symptoms of a basic problem: America’s labor force is not participating in the growing segments of the world economy. One out of every six jobs in the American economy now depends on the automobile industry. One out of every five unskilled manufacturing jobs in America is in the textile industry. All told, one out of every three American workers now depends for a livelihood, directly or indirectly, on American industries that are losing rapidly in international competition.
